Then it's a matter of definitions, then. Yes, anything going on there involves "tinkering", in the sense of (for example) inserting an override default into the system that wasn't there before.

When I say I don't believe in perfect security, I mean in a PRACTICAL sense. In an isolated sense, yes, you can make a perfectly secure system, but in reality people won't "play fair". Sorta like viruses; they can't do all the work themselves, people have to do something to give them the opportunity.
