In the Law & Order universe, it's often used as a club to get people to admit to lesser crimes which give them an alibi for the murder of the week. Alternatively, it's a club to get people to take a plea when they would otherwise gamble on a trial.

It's the "nuclear" option, we don't want to use it but CAN.

I have no idea how well that threat works in reality.
