I agree with you that the two movies settle the Terminator world as much as it needs to be. Particularly with the optional Old Sarah ending, Terminator 2 nicely wraps up the whole story; no more was needed.
(Edit) I recalled later that S.M. Stirling, of all people, wrote a trilogy forking the saga at the end of T2. The sixteen year old John Connor in his book Infiltrator is a much more plausible extrapolation of the young man from T2 than the jerk who wandered through the T3 movie.
