I find it ironic that #21 asks for hiring a talented fashion designer, given that the Nazis had the services of Hugo Boss when they made their uniforms...

And they did, indeed, have awesome uniforms, which is one reason why they made such great villains and people keep USING them even though by now the youngest Nazis possible (say they joined in 1944 at the age of 16) are in their late 70s and any of the ones who were IMPORTANT would be near, if not past, their cenetary. They're not only one of the few unquestioned Bad Guy organizations of recent history, they look cool and threatening on screen.

I would not be surprised if the people putting together the Evil Overlord list knew that and were, in fact, thinking of that in comparison to your standard fantasy mob'o'monsters.
